Open Enrollment Effective July 1, 2017
Health Insurance (NON-EM-O) and Health Savings Account Changes
Open enrollment begins Monday, May 1 and ends Friday, May 12. This open enrollment period is the only time of year for Non EM-O (PEIP) employees to make changes to their health insurance without experiencing a life change event. This is the only time of year you can change your plan (for example high to value). You are also able to change your coverage (single to family) at this time as well.
Non-PEIP Employees are required to complete enrollment forms and return them to Human Resources if one or more of the following applies:
- Changing Plans (High, Value or HSA)
- Changes to Coverage (Waive, Single, Single+1 or Family)
- Enrolling in the HSA (Health Savings Account)
What is changing for the Non EM-O employee’s health insurance for the 2017-2018 plan year:
- Employee premium contributions have slight increases for most plans and coverages.
What is staying the same for the non PEIP employee's health insurance for the 2017-2018 plan year:
- Plan coverages, copayments, deductibles and out of pockets are the same
- Open access networks remain the same
- PreferredOne insurance carrier is not changing

HSA Custodial Agreement (information only)
If you are not making changes to your health insurance at this time, there is no action needed by you.
Teachers, ESP’s, AESP’s, Nurses and Kidstop Instructors are not eligible to make changes to their health insurance during this open enrollment period. These groups who are with the PEIP health insurance plans will be have their health insurance open enrollment in November 2017 with an effective date of January 1, 2018.
Flexible Spending (All eligible employees)
All eligible employees are able to enroll in flexible spending during this open enrollment. The plan year is from July 1, 2017 through June 30, 2018. Employee must re-elect flexible spending every year, it does not roll over. There were no changes to the amounts of day care flexible spending, full or limited medical flexible spending you are able to enroll in for the plan year.
Dental Insurance (All eligible employees)
All eligible employees are able to elect or make changes to dental insurance at this time with an effective date of July 1, 2017. There were no changes to the dental insurance plan design or premiums for the 2017-2018 plan year.

Forms must be received no later than 4:30 p.m. Friday, May 12th, or we will not be able to process your change. Faxing forms to HR confidential fax at 763-391-7224, scanning and emailing forms are acceptable.
Life Change Events: Employees may be able to make some changes to their insurance elections outside of open enrollment due to a life change event. This may include birth, death, spouse loss of coverage, change in hours or other event. Life change events are time sensitive and there are very specific rules the district must follow for life events and we recommend that you connect with Human Resources if you feel you qualify for a life event during the plan year.
